Issue with some sites including Quora and onlinesbi

For the past one week, some websites are not loading for me. this includes quora.com and onlinesbi.com . The problem persists with all my connected devices including laptop, mobile and tablet. So i thought the issue is with my ISP and thus I contacted them and they informed everything from their part is OK.
I tried changing my IP and still the problem persists.
The most interesting thing is that the problem arises only for certain websites and all other sites are working fine as usual.When I try my mobile hotspot there is no problem at all. So it may be some issue indirectly related to my broadband. When I command "tracert quora.com" the result I'm getting is attached here.

Whats the real problem and how to solve It.
