Two local disk are not formated not opening

In my hp laptop previously windows 8 software ,i installed windows 7 on it in my laptop ,after some days later i reinstalled windows 8 again but my two local disk are not formated at all not opening at all ,what i do ,if i reinstall Windows 7 it will solve my problem please tell me i have in problem
