Reminder by cell flashing /blinking

Hello,

Hi! I have a trouble call log. This is what I want to do.... Have a cell (or row of cells) flash or blink at a specific time from when the trouble call was entered. Example: call comes in at 1445 (military time), and is entered; 45 minutes from that time, a 'reminder' for update will be evident due to that cells(s) blinking or flashing.
