You need to run it twice or start it for the amount of cores you have eg: dual core two times quad core four times hexa core six times and so on.

I HAVE A DUAL CORE CPU, AND IT DOES NOT WORK AS REQUIRED, I HAVE ALWAYS ONLY 50% PERFORMANCE DROP ON THE FIRST CORE, WITH WHATEVER SETTING...
