I have XP with only CD drive and wish to play a DVD - can I upgrade or how do I go about it?

Yes you can upgrade on most desktops. Some desktops have special custom front plates and can only use the original factory drives.
You will need to buy a IDE DVD drive with software. Remove the current CD drive. Note if the drive is jumpered to "slave" or "master". Set the jumpers on the DVD to the same setting. Replace the drive and install the DVD software.

Good Luck
