Troubles in opening Skype

Anybody knows what one should do if cannot open Skype and, instead the small window opens saying : fail to get proc address for GetLogicalProcessorInformation ...
I have tried re-downloading and also changing password but the same happens!

If you have Windows XP you must update to SP3 if you are using Skype 6.7 or later.
