CS 1.6 can't create new game

Hello, Please Help
i have windows 7 . when i start the game (Counter Strike 1.6) i didn't See New Game and Find Server and Option and Quit
i saw just black screen and some times i saw the picture of cs 1.6 but no "New Game and Find Server and Option and Quit"
Pleas Help Please !
