I cant download code generator/ get sms code

Hello,

I have been trying to log into my Facebook 4 almost 2 months now and I keep sending Facebook my photo ID and I still cannot get the code generator to work and also it keeps saying that it's sending me an SMS and I never received one. How do I download the code generator if I can't login?
