Heavily needed help

Hello,
i have a problem when starting gta4. it states that " the application failed to start ,the game may have been blocked with parental control/family safety"??? .here are my laptops specs.i have a windows xp pack 3, with 3 gb ram , an amd turion x2 mobile 64, 2.2 ghz , an ati radeon hd 3200 with 700 mb graphics, a lot of hard drive spaces.. please i'm helplessly lost....

Hello there,

I think that there must be a parental control software applied!

If this is your personal computer, i think someone restricted the game access!!
