Hello,

Start->Run ->regedit.exe and press enter

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.
Data Type: DWORD Value // Value Name: DisableTaskMgr
Setting for Value Data: [0 = Enabled ] but task manager is disable, why

This could be due to a virus in your system, i suggest your run a complete scan.
