try to remove all the wires connected in your desktop and leave the power cord as it is and try to switch on your pc, see if your pc will restart in 2 seconds.if the problem still excess then i think you board is grounded, all you have to do is remove the motherboard from your casing, remove the hardisk, cd-rom, floppy drive and then put the power cord and switch on. check if your pc will respond and display the bios.
