Cell Change color if not updated by time

Hello,

Here goes, Hoping you can help with this. I am trying to make it so a cell will change to a red color if it is not updated by a specific time. The scenario is as follows. On a daily basis for tracking purposes i would put in a time of when i checked on something. If i dont update that cell by a specific time in the same day i want it to turn red to indicate to me that i have not updated it yet. Any help would be greatly appreciated.
