i had same problem, you need to: search yor desk top icons for "recovery manager" if its not there go to:
start menu and look for "recovery manager" if the icon is not in your start menu, you can search it. go to "start" "search" "files or folders" and type "recovery manager" You need to double click the recovery manager shortcut and NOT the folder. once in recovery manager, click "Advance options" in the next screen check: hardware driver re-installation, then click next and next again, locate HP webcam driver, highlight it and click next, once its reinstalled, you will have to reboot, hope this works
