Cant get nothing to run

Hello, I got a bad virus on my laptop aND IT WONT LET ME DO ANYTHING. cANT EVEN OPEN ANYTHING OR GET ONLINE. obviously i need to format it and start over but i cant get dvdrom to open windows cd. Driving me completely nuts. How can i get this system to open up and let me format it

Put the Windows Cd in the DVD ROM and restart the laptop
CD will boot itself if it is a bootable disk
