hi,
this problem may be due to a defective power supply or it may be that the ATX plug is not connected to the motherboard.
switch off the computer and open the case. check if the yellow/black cable is connected to the motherboard.
you may try to replace the power supply to see if this solves your problem.
else it will be a problem in your motherboard. get another one!
