I need help creating an Excel formula

Hello,

I work in Human Resources and need to create a formula for Personal Time Off. The employees accure PTO time at the rate of 0.46 per regular hours worked, but, not to exceed over 80 hours. The colums in the spreedsheet are as follows:

A B C D E
Name Total Hours worked # of Hours x .046 Hours Minutes

how can I create a formula where cell bX.046 = ----hours and ----- minutes but not to exceed 80 hours.
