IPhone 5c invalid number of digits error

Message sent using invalid number of digits. Please resend using 10 digit number or valid short code. Msg 2114. I keep getting this message when trying to text to one particular number contact on my list but will always get this message. Please help to solve this issue. Thanks in advance.

Ok so are you sending it to a 10 digit number?

Yes. I deleted contact and enter again with 10 digit but still get an error mesaage

I don't think so because I I check to make sure wasn't blocked

but text to all other devices gets sent correctly?
