Can you give some more details?
What brand / model laptop?
Do you have the windows disks or disks that came with the laptop? Perhaps a windows DVD of the same version that is installed on the laptop in question?
1. Insert your Windows installation disc and restart your computer.
2. Choose your language settings, and then click "Next."
3. Click "Repair your computer."
Hope this helps you out.

If you do not have a disc handy the best course of action is probably going to be a factory reset, as user Ambucias already said.
For Toshiba laptops the key should be F11 if i'm not mistaken. So power on the laptop and tap F11 till the recovery screen shows up on the screen. Choose a factory reset.
Keep in mind you will lose all the data on the hard drive. You will need to backup any data you still need before hand.

1) Hold down the power button for ten seconds to switch off your machine
Please note: Holding down the power button on the machine forces it to switch off. Any unsaved data will be lost.
2) Press and hold the zero key and at the same time, tap the power button once to switch on your notebook
3) When the machine starts beeping, release the zero key
4) When prompted by the warning screen, select Yes to continue with the system recovery
5) Select Recovery of Factory Default Software and click Next
6) Select Recover to out-of-box state and Click Next again
7) Click Next to Start the recovery
