This should work for you:
Steps to adjust the ringtone volume for calls on your Samsung Galaxy S 4
From the home screen, tap Apps.
Scroll to and tap Settings.
Tap the My device tab.
Tap Sounds and notifications.
Adjust the Ringtone slider to the preferred volume.
You've now set the ringtone volume.
