Hi,
Try starting your phone in Safe Mode to see if an app is causing this issue. To do so, swipe down the notification menu and select the Power icon. Hold the Power off option until you see "Safe Mode" on the screen, then press again to confirm.
If you can receive your incoming calls in Safe Mode, restart your phone to go back to normal mode, then disable any antivirus or call filtering app that you've installed.
