Hello Michael746,
Are you talking about a desktop PC or a laptop one? If there's a problem with the desktop PC, you could try the following:
Unplug all the power cables attached to the case and open the PC. Then try to localize the onboard battery /the CMOS/ battery and pull it out. If you have a new one, replace it, but if you don't wait from a couple of mins for the electricity to discharge and plug it back in after that.
Try to start the PC once again and let me know if that helped.
