Computer won't turn on

Hello,
computer will not turn on power switch but fans are running system is on and the issue facing once ups power switch on.

OK, well with details such as though, we can assume you can remove the extra cards, and HDD, and try to boot?

Is this a Laptop or desktop? Is this an external monitor?

Please understand there are alot of details, and we cannot just magically fix it because it is all the same!
