My video card doesn't work

I put my AMD R9 270x in to the PCI slot and It doesn't give any signal to monitor and not even the fans are spinning. Seems everything is working fine other than the video card. The fans are trying to rotate but they can't. The system was an APU one previously. And I already bought a new PSU for this one. (700w 80+) This is an other computer. The video card worked perfectly in my computer.

sometimes a newer generation graphic's card will not work in an older system.
