Help get rid of system security 2009

Hello,
Please help , i have tried all the website sugested here , i even tried manually and nothing is working . i really need help i have been trying for days, i can not downlad anything it wont let me , i can not access any files . i have tried everything , and every sugestion ever for this . please help
