Hi,
You need to select the person to call from your Contacts list, next click on the Camera icon located in the top right corner to start the video call.
If they aren't in your contacts, you can find them using the search bar in Skype by typing their name, email, phone number or Skype ID to add them to your contacts list.
To find out if your contact is available to be contacted, you can check their status that appears on their profile picture.
Note that person must have a Skype account too. Otherwise, tell them to follow these instructions to create a Skype account.
