Fps problem in Counter Strike

Hello, j downloaded and installed counter strike 1.5 version from this website - cs16.info, because j have a very weak pc and no graphic card on the website it said that this 1.5 edition is good for player who have a low end pc.J turned some settings off also disable backround application but j still cant get over 20 30 fps.Does anybody knows a solution how to fix lag and play counter strike on my shiity intel pentium 4
