Dear Sir,
Please specify which reasons you can't have LAME encoder??
system>admin>software sources, check all boxes,
Please check : https://help.ubuntu.com/community/Medibuntu
and install repositories.
then you should be able to find LAME in synaptic package manager.

As Realiser says just work through the medibuntu worksheet

and then go up to the top taskbar and click on
System - Administration - Synaptic Package Manager
it asks for your normal user password, not your SuperUser/Root one. Use either search tool but i prefer the "Search" button because it looks in package descriptions as well as in titles so it lets me be a lot more vague about what type of thing i'm looking for, try searching for "lame" (lower-case). Everything that's already installed on your system is marked by a green splodge, to download & install something new just right-click. When you have finished choosing everything click on "Apply" and leave it to get on with doing all that.
