Help me plz \cam problem\

hi all, i have a problem with my webcam which is located on top of my notebook's display it means it isn't separate from my notebook.I have never tried to use it.But this time I need to talk to my friend face to face.So i don't know how to make it turn on.I have checked on my computer\control panel\cameras ,however there was nothing active.So can you help me plz..........Also I need to say is that this camera is written 'motion eye'.
