You may be able what you have suggested but you will need a tool for doing it.
The tool will actually convert your mobile phone's camera into a PC Webcam and there are even some
software which allows you to use it over distance.
The most advised software for you phone, that is, NOKIA 6500 will be Webcam 1-2-3 from:

It has good features that will allow you to use your phone as web cam.
