There are some system requirements for GTA SA that should be contained by your PC. Below is a list of the
essential requirements:

Intel Pentium 4 or AMD Athlon XP processor (or better)
128(+) MB Video Card with DirectX 9 compatible drivers ("GeForce4" or better)
384(+) MB of RAM
Keyboard & Mouse
16x DVD-ROM drive
4.7 GB of free Hard Disk space for a full install
DirectX 9 compatible Surround Sound Card
Game pad with twin axis analog controls (USB or Joystick Port)
Please consider the above requirements and see if your PC contains them and if it doesn't, that's the reason
why GTA SA is not running on your PC.
