Bifg problem

Hello,
when i started my pc today it was giving error like "system 32 file is corrupted please repair."then i inserted my windows cd ane reinstalled whole window now thw problem is that i cant access my own folder in which internet related items are kept like cookies and temp files etc. when i open it it says"accass is denied make sure it is not used by another user".plz help me out. thanks

Dear Sir,

Please have the solution of this problem by making use of a registry cleaner.
