No Icons Only Background ,Task Manager Exits

Hello,
i have been having a problem with my computer. When i start it up there arent any icons just the background.
Ive tried the suggestion to go to Task Manager but whenever i type something in and click run it exits out and it also does the same thing when I go to Browse... Can anybody help me. And one more thing when i go to Safe Mode the screen is black with Safe Mode in white letters in each corner.
