Task Manager Missing

Hello,
I am having an issue. I tried to install a game emulator and when it didnt work and was uninstalled I lost all access to my task manager. I hit ctrl-alt-del and nothing happens. I right click on the task bar and hit task manager and nothing happens. I tried to access regedit and its not found. any suggestions?

try to restore back your pc/laptop to an earlier time...

goto start >all programs >accessories >system tools >system restore

I had already tried that, but it wont let me go back far enough to correct the issue
