Cant do anything

Hello,
i have a windows vista computer. Mum pressed the X in the corner to get out of the internet and went to get back in and it says - windows cannot access the specified device,path, or file. You may not have the appropriate permissions to access the item. all the icons went white and i couldnt click on it because the same message would come up. we cant get into anything! please help
