How to make make black and white image color

I am trying to take a black and white clip art image of a corel and make the corel red. Can someone tell me how this is done in either paint or photoshop elements 7. Thank You!

The picture is of a fan coral. the coral itself is black(black lines). I want to make the lines red. Or any other color i wish. Can i do that?
