HP flat screen wont work properly

Ive just got a HP flat screen monitor. It comes on,and i can see a tiny bit of my screen but the rest is blured. Sometimes its black other times its green the same as the rest of my backgroundbut no icons. So i cant click on anything. Any ideas ?

Dear Lexy,

Please check whether the problem that you are experiencing is not coming from its graphic card or your 15 pin monitor cable. Please confirm the issue for further help.

I have tried several cables. Which all work fine on the tv/monitor im using at the moment. My graphics card is up to date according to my pc. I did wonder if it might be worthwhile checking to see if the monitor works on another pc. I will have to go to my mums to do that.
