Can't Delete Files from C drive

I run a MS Windows Server 2000 as a DNS. The HDD C has only 12Kb free. My attempts to free spaces failed. I tried deleting files but returned when refreshed. I don't seem to have any control over my server.. Please help.

Please consider explaining how you deleted the files and if you have saved the changes that you carried out. This will be hepful in solving the problem.
