How can I use conditional formatting in Excel 2007 to differentiate between a cell that contains a value vs. one that contains a formula (e.g. starts with "=")?

You may have to create a User defined function

Function isFormula (cell as range) as boolean
isFormula =cell.HasFormula
end function

then use this UDF in your conditional format
