Computer did not bootup completely

I just formated my system. But after loading BIOS and down to Windows screen, it doesn't pass that stage. instead, it goes off while the processor still spinning. It was affected with virus before i formated it.
But loading into safe mode, or command prompt is possible. But to normal bootup (desktop environment) is not.
What do i do.

have you run chkdsk in safe mode?
