Integrated webcam not functioning

im using dell inspiron 1420, when i try to use my cam it shows "no camera device found", i try reinstalling the driver it doesnt work, so i format my laptop- it works. The camera is there, now the same error msg shows up again, how do i fix it? why this keep happening?
