USB drivers can be funny somtimes,
try uninstalling all your drivers valid for the WEB CAM
Unplug the web cam
then reinstall the drivers
once you have completed the install only then can you plug the web cam into the USB Port
this happens cause most people plug it all in windows tries to install it and cant cause the drivers are not found for it installs a crap driver for it, then when the cd is run it tries to install the driver but cant find the webcam cause it is already there, so it then hides the old driver installs the new one but the new one has a bad address and blah blah blah a whole heap of tech crap your webcam does not work,
if you do the above in order it should work for you
