Chinese i phone problem to write msg

Hello,
I have the chinese i phone 32gb, but when i want to write msg he told that he is not available, and when i put in SMS SETTING, I found it empty, so i can't write a msg.
Please help me and thank you

Dear Sir,

This application is perhaps missing from your phone and you should get it back to your distributor for the fact that you will not be able any other application on it.
