if you have a bluetooth app on your computer and your friend has a bluetooth app on his phone, you can send it through bluetooth.
but you need to have his device in your bluetooth device list inorder to send it. other than that, you cannot send an mp3 file to a cell phone with your friend, unless they have internet on their phone and if they do, they can open the link that gets sent to their cell.
