You need to make sure your DNS servers work well and able to resolve domain name. Use this nslookup to try resolving google.com or other domain names. If it doesn't resolve correctly, think there is problem on DNS servers.
Try to configure following free DNS servers provided by Google, and test again after that.
8.8.8.8
8.8.4.4

Ok, I did the nslookup via the cmd and it seems like everything is fine w/ my IPS Dns. When I open up IE and type the IP addy of google, the page displays. I did the same w/ cnn.com ip addy and the page displayed somewhat. So it seems like I can get to sites partially with the IP addy. I renamed the host file and created a new one, no changes. This issue has me stumped. I don't know what program or srvs maybe preventing the connection. What else can I do?

Ok. Try to reset Winsock catalog this way, see whether it helps. I afraid the Winsock catalog is corrupted.
The other option is to install other web browsers, such as Mozilla Firefox, Opera or Google Chrome web browser, after that try again.

Ok, thanks. Now I am to ping out to any FQDN in cmd and get positive response. Also I am now able to browse in safe mode w/ networking. So now I'm back to square 1, where IE & Firfox both crashes in normal mode. I ran spydr and Perfect Optimizer and nothing worked. I disabled all add-ons in IE. and disabled all srvs in msconfig. I also upgraded to IE8. I uninstalled Norton and still nothing. I am now glad that I can ping and browse in safe mode. Now I just need to get both browser working in normal mode. Any suggestions?

Ok, you can try to reset TCP/IP too as described here if you want.
Ok thanks, that seem to have done the trick. Now I'm able to open both IE & Firefox in normal mode, however now I'm presented w/ a "iexplore.exe - bad image error". Once I click ok, the box does close and the page opens up allowing me to browse. I ran Perfect Optimizer and that didn't resolve. Any suggestions?? It seems like once that error is resolved, then all my problems will B resolved.

Update your windows if it's not up-to-date, scan your computer by using antivirus/anti-malware program with latest signature too.
Also you can google following sentence in google.com, and you would find many suggestions.
