Monitor is orange when plugged into video car

Hello,
I have a old system that i am working on. Back in November 09' i put in a nividia 5200 video card (avg) in July of 10' i got a major power surge when i was shutting down and the card went out. I just put a ATI Radon 7000 series video card (pci) and when i turn on the computer when plugged into video card my monitor will not boot up. Just a orange light on it. But the computer is running and keyboard and mouse. But when i plug into mother board video port the monitor comes on. I recived the ATI card from a friend without any soft ware. i went to the ati site to download drivers and such and it still will not work. Please any help would be nice. And my OS is XP
