download nokia software updater from nokia and the latest pc suite and
after u have done installing both the softwares on ur computer then connect ur device to pc via usb cable then run the nokia software updater [ NOTE : YOU SHOULD BE CONNECTED TO INTERNET BEFORE RUNNING THIS SOFTWARE]
then it will recognize your device and ask you to update firmware or reinstall firmware click next and proceed donot remove your device until it says complete
your device will turn off and again switch on

if by doing this your handset is still having the same issue then you need to take it to a mobile phone repair shop and get it flashed.
