XP boots up in a SAFElike mode

Hello, I am running XP Professional, SP3, and have established 2 accounts for me and the wife. When using the wife's account, the desktop appears as if it's in SAFE mode (i.e., the Start button is different, all the icons are different, the background is different). When I open her Outlook mail, those views are different than they had been and no new mail is being received. I must have turned a switch on or off somewhere but don't know where to start. Any ideas?
