This could be a hardware or a software problem.
Sometimes it's a memory problem. Try removing one memory stick and rebooting (swap the two sticks if the firs one doesn't work). Other hardware problems probably require the help of a qualified tech.
Other times it's a registry error that can be fixed using the "Repair" C D that you should have made or the original Windows DVD if yo have it.
