It is a Dell Optiplex GX280 from the 2003-2006 range.

Try this 1
1 )Click on the below link and download the drivers
http://support.dell.com/support/downloads/driverslist.aspx?c=us&l=en&s=gen&SystemID=PLX_GX280&os=WW1&osl=EN
Note: Some devices may not function properly if the drivers are installed out of
order. For more information, click on the below link

Install the "Chipset" drivers first and then install the "Network" drivers.
If the problem still exists then
2)Right click on "Internet Explorer" icon --->click on "Properties" ---> Click on
"Connections" tab--> Click on LAN settings button. In that window uncheck all
the options, if you notice any option selected--->Click on OK---> Click on OK.
If the problem still exists, go to step 2.
3) Make sure that IP address and DNS server was set to obtain the address
automatically .
Click on Start --> Run --> Type ncpa.cpl and press "Enter".
Right click on your Network icon ---> Select "Properties" ---> Scroll down
and double click on "Internet Protocol[TCP/IP]" . Make sure that
"Obtain IP address automatically" and "Obtain DNS server address automatically"
options are selected.
4) Click on Start --> Run --> Type --> devmgmt.msc and press "Enter". Type the
below command.
ipconfig /all ---> Press Enter.
Make sure that IP Address, Subnet Mask, Default Gateway and DNS Servers
are having addresses.
5) Check your firewall. Try temporary disabling either the Firewall or Antivirus.

Nothing worked, is there any other way to help?? I also need to activate my programs, but they won't activate. I tried system restore, and it had an error.

In step 1, In "Category" --. Select the option "Network" from the drop-down menu. Then it will display the network drivers.Also download the chipset driver by selecting under the category.

I found the Network drivers. They didn't work. Now, none of the drivers will install. I tried installing VIPRE Antivirus Premium, but it didn't fully take. Please help me!

Plus, when a program tries to run, an error message pops up for TCP/IP and my Internet says there I Winsock problems. I manually corrected my Winsock catalog. Twice.
