SOS: Black Screen w/ cursor no task manager

Hello,

From my research on Black out screen with only a movable cursor working, I learn that is what I have... I was using my Dell mini VGA cable cord and I believe I slept with it connected in the middle of the night I shut down my laptop by holding down the power button... Now Windows start up to the system restore with two options Restart normally or launch repair both bring me to the black screen and the cursor and a clicking sound... I can not right click or use alt+ctrl+del to use task manager. PLEASE HELP... in school and can really use my laptop again

1- Reboot your system in SAFE mode (by pressing F
2- go to Control Panel
3- go to Administrative Tools
4- Run Local Security Policy
5-select Local Policies
6- select security option
7- right click every option
8- choose properties
9- select Explain tab
10 - find "DEFAULT:..." line
11- set the option value to this Default value is written.
12 - do it for all options
13- reboot your system
14- Your system will be returned
